Tell Congress to Pass the Better CARE for Animals Act

Tens of millions of animals are suffering in breeding mills, zoos, and labs. Theyre dying because no one enforces the law. The Animal Welfare Act has existed for decades. Its supposed to stop exactly this kind of suffering. But enforcement has been so weak for so long that abusers know they can get away with it. 

Monkeys freezing to death in zoo enclosures. Parrots suffocated in plastic bags at bird mills. Animal after animal dying in horrific, preventable ways, and no one is held responsible.

Meanwhile, the same mills and zoos keep their doors open. They keep profiting. Nothing changes. The Better CARE for Animals Act is the first step toward changing that.  

The Better Collaboration, Accountability, and Regulatory Enforcement (CARE) for Animals Act (HR 3112/S.1538) would give the Department of Justice real power to step in and prosecute the worst offenders, revoke their licenses, and get animals out of dangerous facilities before more of them die.

The act would authorize the Department of Justice to: 

  • Revoke the licenses of the worst facilities  
  • Seize and remove neglected and abused animals  
  • Seek civil penalties
